On 16 March 2007, the New Producer Obligations (Packaging Waste) Regulations 2007 came into force. The changes include new powers for environment agencies to refuse accreditation of exporters convicted of breaking transfrontier shipment rules, and measures to stop foreign-based companies evading their packaging recycling responsibilities, thereby closing a loophole exploited by several foreign-based companies to avoid compliance.
