State Officials Plan To Contact Companies Regarding Metals In Packaging Exemptions

The Toxics in Packaging Clearinghouse (TPCH) plans to contact packaging manufacturers and other companies that in the past requested company-specific exemptions from state packaging laws that ban the intentional addition of lead, cadmium, hexavalent chromium and mercury to packaging. The TPCH plans to ask glass and ceramic package decorators to certify that their decorated glass and ceramic packaging will pass the Toxicity Characteristic Leaching Procedure (TCLP) test as specified in the group's model legislation (which is often referred to as CONEG legislation). The TPCH members who are organizing the enforcement effort plan to honor the glass exemption even though many state legislatures have not amended their packaging statutes to formally adopt the exemption.
