The Quinn Glass project to build a huge new glass bottle manufacturing and filling facility on the site of a former electric power station near Chester is facing big challenges from rival glassmakers and from trades unions representing workers in existing UK glass plants. One glassmaker, Ardagh, which owns Rockware, has mounted a successful legal challenge as well as lobbying the British Government about the plans. Its legal challenge centres on an amendment to planning permission for the plant to increase its size considerably. Chester city council approved the amendment, but both the council and Quinn have submitted to a legal judgement that the grant of the planning permission failed to comply with the Environmental Impact Assessment Regulations and that there was a fundamental error in purporting to amend a planning permission.
