For the period April 1995 - April 1996, Spanish consumers paid the highest prices for electricity and South Africans the lowest. Prices in Germany fell the sharpest, but the country stayed at the top of the league table in second position behind Spain. In Italy, the fourth most expensive country for electricity, a liberalisation programme did not deter the government from extending a monopoly by ENEL, the National Electricity Board, for another 40 years.
