Directive 2006/12/EC of the EU Parliament & of the Council of 5 April/06 on waste, was published in the OJ of the EU, L114/64, 27/04/2006, replacing the 1975 Directive on waste which has been significantly amended on several occasions. This new Directive has been made primarily to clarify the provisions of the measure. The Directive has the intentions of: Restricting the production of waste, particularly by promoting clean technologies & products which can be recycled & reused, taking into consideration existing or potential market opportunities for recovered waste; Making the Community as a whole self-sufficient in waste disposal as well as individual Member States, by requiring waste management plans to be drawn up in the States; Reducing movements of waste; Requiring authorisation & inspection of undertakings which carry out waste disposal and recovery; Defraying the proportion of the costs not covered by the proceeds of treating the waste in accordance with the "polluter pays" principle.
