The industrialised countries laid down the foundation for energy saving construction in the 1970s, triggered by worldwide energy crises. Although this action was initially only based on the conservation of resources and on saving energy - in order to reduce the dependency on oil as a primary source of energy and to keep a grip on energy costs - the environmental protection aspect came up at the beginning of the 1980s. The result in Germany was the introduction of an energy saving law as a legal framework followed by the thermal insulation regulation.
