European Environmental Bureau Demands Stronger Essential Requirements

The European Environmental Bureau wants tougher and “more easily enforceable” Essential Requirements for packaging, targets on prevention of municipal and commercial waste and specific targets on food waste and marine litter prevention. In a position paper, it proposes: A target of at least 30% improvement in resource productivity between 2015 and 2030 to be based on Raw Material Consumption, including imports, together with sub-indicators to measure Europe’s footprint of land, water, materials and carbon; A 50% litter reduction target by 2030. The paper says, “Actions to tackle marine litter should include preventing single-use plastics and packaging most frequently found in marine and terrestrial litter, support for reusable and refillable packaging, replacing materials which are not recyclable and which impede reprocessing, and implementing deposit/refund systems to increase collection and reduce littering; The high packaging recycling targets for 2030 in the withdrawn 2014 CEP; That local authorities should have a say in how packaging waste management is carried out even if producers are required to bear the full cost; And, to limit the amount of residual waste (not just packaging waste) that can be landfilled or incinerated to 150 kg per capita by 2025 and 130 kg by 2030.
