The Scottish Government is consulting on draft regulations that will implement landfill bans & restrictions on waste incineration. The Scottish Government is consulting on regulations to deliver its 'zero-waste' plans. These were outlined in its national waste strategy issued in June & include proposals to introduce landfill & incineration bans for some materials, & a requirement for source separation of wastes. The consultation paper includes drafts of two statutory instruments, the proposed Zero Waste (Scotland) Regulations, & the Environment Protection (Duty of Care) (Scotland) Regulations, which amend or replace existing waste rules. The legislation proposes a statutory duty of care on all waste producers other than householders to separate key recyclable wastes, namely paper, card, metals, glass, textiles & plastics. The aim is to ensure the maximum quality & value of recycled materials. Commingled collections, where all recyclables are collected together in a single container, will be permitted, provided these wastes go to a materials recycling facility (MRF) for separation. Mixing of source-segregated and unsorted wastes after collection will be banned.
