Emissions Trading Guidance

The European Commission has published an updated guide to emissions trading and national allocation plans to help industries such as glassmaking become aware of the steps they need to take. The Commission says the costs of meeting the Kyoto protocol will be around 3.7BN Euros, but that the cost would have been nearly 7BN Euros without emissions trading.
