Dti Wins Whitehall Battle Over Packaging Targets

New UK packaging waste recycling and recovery targets are seen as a victory for the DTI. The EU had proposed a 61% recovery target and material specific recycling targets increasing to either 18 or 20%. An intervention by the DTI arguing for a 59% recovery limit was successful. This is coupled with a 19% material specific recycling target, applying to 2002. Indicative of government misgivings was a consultation paper issued soon after on the EC's revised target proposals for 2006, which include a minimum 60% recovery and 55% recycling.
