Climate Change & Emissions To Air - Commission Proposal For Global Pact On Climate Change

The European Commission published, on 28 January 2009, proposals for a new global agreement on climate change. The target is to limit global warming to less than 2C and to cut global emissions to less than 50% of 1990 levels, by 2050. The proposals include the creation of an OECD-wide carbon market by 2015 and international funding sources based on countries' emissions and ability to pay. The Commission also launched, on 28 January, a Questions and Answers document on their proposals.
