Climate Change And Emissions To Air - Eligible Facilities Amendment Regulations

The Climate Change Agreements (Eligible Facilities) (Amendment) Regulations 2006 Statutory Instrument 2006 No. 1931, were laid before Parliament on 19 July 2006 & come into force on 15/08/06. The Climate Change Levy & Climate Change Agreements with facilities are an important part of the UK's Climate Change Programme to meet the UK's commitments under the Kyoto Protocol. The Protocol aims to reduce emissions of 6 greenhouse gases from developed countries between 2008-2012 by at least 5% below 1990 levels. Climate Change Agreements set targets for improvements in energy efficiency or emissions, & performance is monitored regularly. The Agreements are said to assist energy-intensive businesses exposed to international competition & oblige them to improve their energy efficiency, or reduce their emissions, in return for reduced Climate Change Levy rates. The Agreements are acknowledged to have been very successful in improving energy efficiency in the existing sectors. The effect of these Amendment Regulations is to enable additional energy-intensive facilities to be identified in an Agreement with the Secretary of State for the Environment Food and Rural Affairs. Defra has published an explanatory memorandum to accompany these Regulations.
